This undated photo provided by NASA, astronauts Mark Kelly, right, STS-124 commander, and Scott Kelly are pictured in the check-out facility at Ellington Field near NASA's Johnson Space Center in Houston. NASA announced Friday, March 7, 2014, that Mark Kelly and astronaut Scott Kelly will participate in 10 different investigations. Craig Kundrot, deputy chief scientist of NASA's Human Research Program, says in a news release that the brothers provide a unique opportunity to study two people with the same genetics who were in different environments. Officials say Scott Kelly spent a year in space while Mark Kelly was on Earth. NASA says it is hoping the studies can be the basis for future research initiatives. (AP Photo/NASA)

This combination image made available by NASA on Thursday, March 6, 2014 shows a series of photos from the Hubble Space Telescope recording the disintegration of an asteroid from Oct. 29, 2013 to Jan. 14, 2014. Asteroid P/2013 R3 was detected in September 2013 in the asteroid belt between the orbits of Mars and Jupiter. It appeared as a fuzzy object. Hubble uncovered 10 objects, each with dusty tails. The four largest fragments are up to 656 feet across. Scientists say they've never seen anything like this before, and theorize sunlight is slowing pulling the asteroid apart by increasing its rotation. (AP Photo/NASA, ESA, UCLA, D. Jewitt)

FILE - This Feb. 13, 1979 photo released by NASA's Jet Propulsion Laboratory on Feb. 22, 1979 shows the planet Jupiter and two of its moons, Io, left, and Europa, center. The Voyager 1 spacecraft was about 12.4 million miles from Jupiter when the photo was made. NASA said Tuesday, March 4, 2014 it is making preparations to plan a robotic mission to Jupiter's watery moon Europa, a place where astronomers speculate there might be life. The space agency set aside $15 million in its 2015 budget proposal to start planning a mission to Europa. No details were released but NASA chief financial officer Elizabeth Robinson said Tuesday that it would be launched in the mid-2020s. (AP Photo/NASA, Jet Propulsion Laboratory)

In this 1998 photo provided by NASA and Universities Space Research Association (USRA) shows a modified Boeing 747SP jetliner containing the Stratospheric Observatory for Infrared Astronomy (SOFIA) infrared observatory, a project of NASA and the German Aerospace Center. The White House released its budget on Tuesday, March 4, 2014, that proposes to mothball the observatory unless Germany and other partners can kick in more money. (AP Photo/NASA/USRA)

FILE - This Oct. 5, 2011 file satellite photo provided by NASA shows algae blooms on Lake Erie. A U.S.-Canadian agency is calling for sharp cutbacks in phosphorus runoff into Lake Erie to counter a worsening problem of algae blooms that degrade water quality, harm fish and chase away tourists. In a report Thursday, Feb 27, 2014, the International Joint Commission identifies farm fertilizer as a primary culprit in feeding runaway algae blooms. It recommends placing Lake Erie on a federal impaired waters list, which would activate a plan to limit phosphorus levels. (AP Photo/NASA, File)
