On June 19, with Costley and his regiment among federal troops sent into Galveston, Gen. Gordon Granger announced, “The people of Texas are informed that, in accordance with a proclamation from the executive of the United States, all slaves are free.” A celebration followed, one that continues annually today on what is known as Juneteenth.
