"Project Truth Soviet Propaganda Alert" Summary page In order to monitor and counter Soviet disinformation activities, the United States International Communication Agency (USICA) created the Project Truth program. USICA, under the direction of Charles Wick, developed a satellite television broadcasting system and Radio Marti to broadcast information about U.S. policy to foreign countries.
