Police say a 4-year-old New Orleans-area boy drowned in a filthy backyard swimming pool, and his father, Zachary Brooks, has been arrested on charges of cruelty and negligent homicide charges. Slidell Police said in a news release Wednesday, April 4, 2018, that Brooks was taking drugs indoors and left Timothy Brooks unattended in the back yard when the child drowned March 5.
