Vice President Kamala Harris told global leaders in Germany that the death of Russian dissident Alexei Navalny was “terrible news” and the Kremlin is to blame for it.
Ms. Harris opened remarks at the Munich Security Conference on Friday by saying officials were working to confirm reports that Mr. Navalny died in prison.
“This is of course terrible news,” she said. “Whatever story they tell, let us be clear — Russia is responsible, and we’ll have more to say on this later.”
Russian authorities said Mr. Navalny, 47, felt unwell after a walk at a prison north of the Arctic Circle, lost consciousness and could not be revived, according to wire service reports.
He was the foremost critic of Russian President Vladimir Putin and led large anti-Kremlin protests.
He returned to Russia in 2021 after recovering in Germany from a poisoning that was widely blamed on Mr. Putin.

Mr. Navalny was serving a 19-year prison sentence on charges of extremism.
