West Virginia Attorney General Patrick Morrisey is urging Vice President Kamala Harris to invoke the 25th Amendment and declare that President Biden is unfit to do his job.

In a letter to Ms. Harris, the Republican state attorney general noted the Democratic president’s public gaffes, such as mixing up political figures and fumbling through speeches.

“These serious mental missteps have equally serious consequences,” Mr. Morrisey wrote.

His letter follows a recent report by special counsel Robert Hur in which he said he would not file charges against the 81-year-old president for mishandling documents because of Mr. Biden’s failing memory.

“It would be difficult to convince a jury that they should convict him — by then a former president well into his eighties — of a serious felony that requires a mental state of willfulness,” the report said.

Mr. Morrisey said in a statement that the president’s “cognitive decline is of great concern to Americans, especially during these times that our nation is facing crisis after crisis both here and abroad.”

“We need a president who is mentally fit,” he said in the letter.

Mr. Morrisey, who is running for governor in West Virginia, said Mr. Hur’s report is just one more piece of evidence that “America is facing a genuine crisis of leadership.”

Mr. Biden vehemently denied the report’s assertions and became visibly angry during a hastily called press conference where he tried to defend himself.

“I know what the hell I’m doing. I’m the president, and I put this country back on its feet. I don’t need his recommendation,” he said.

“My memory is fine. Take a look at what I’ve done since I’ve become president. None of the things I could pass any of the things I got passed. How did that happen? I guess I just forgot what was going on,” Mr. Biden said.

However, he couldn’t remember the name of the church where he got a rosary for his deceased son and mixed up the presidents of Egypt and Mexico.
