PROVIDENCE, R.I. (AP) - Rhode Island’s largest health insurer is seeking state approval for a 10% medical premium credit due to a decline in demand for health care services during the coronavirus pandemic.

If Blue Cross & Blue Shield of Rhode Island’s proposal is approved by the Office of the Health Insurance Commissioner, $13.8 million would be returned to employer groups and individuals in the form of a credit or refund check.

“COVID-19 has had an unprecedented impact on health care delivery this year,” Blue Cross President and CEO Kim Keck said in a statement. “Our members have not been able to access the volume of care we anticipated when setting their monthly premiums. We believe that returning the premium to our customers is the right response and will provide critical relief to Rhode Island businesses and individuals at a time when they need it most.”

For customers who purchased coverage directly, the credit is for March and April 2020 premiums and is expected to be applied to the September premium bill if approved.
