ATLANTA — Former Atlanta City Council member Kwanza Hall won a runoff election Tuesday to briefly fill the seat in Congress of the late civil rights legend John Lewis.

The 49-year-old Hall defeated former Morehouse College President Robert Franklin in an Atlanta area district in the special election. Hall will serve in Congress until Jan. 3.

Both Democrats reached the runoff after leading a field of seven candidates in a September special election to fill the seat. Lewis died at age 80 from pancreatic cancer in July after 34 years in Congress.

Hall won’t be Lewis’ long-term replacement. State Sen. Nikema Williams easily beat a Republican in November for a full two-year term. Williams didn’t run in Tuesday’s special election. The district includes most of Atlanta and nearby parts of Fulton, DeKalb and Clayton counties.
