PROVIDENCE, R.I. (AP) - The Providence Journal is reporting that a Rhode Island State Police detective involved in an incident that’s under investigation has filed a racial discrimination complaint with the state’s human rights commission.

The newspaper reports Tuesday that Detective Sgt. Gerald McKinney, whose treatment of a 17-year-old robbery suspect in 2014 is the subject of an internal inquiry, confirmed he filed a complaint.

McKinney alleges the agency’s commander, Col. James Manni, is trying to force him out of the command staff, and some officers given leadership roles by Manni “engaged in discriminatory practices.” McKinney is black.

Manni says he can’t comment because he hasn’t seen the complaint.

Lt. Col. Joseph Philbin, McKinney’s supervisor at the time of the 2014 incident, announced his retirement Monday. He says he’s leaving in “good standing.”
