Attorney General William P. Barr said Wednesday it was unclear why special counsel Robert Mueller did not reach a conclusion on whether President Trump tried to thwart the Russia investigation.
Mr. Barr said he and senior Justice Department officials, including Deputy Attorney General Rod Rosenstein, were left baffled after meeting with Mr. Mueller.
“It was unclear to us when we first discussed it,” Mr. Barr said. “We didn’t get a clear understanding of the reasoning.”
Mr. Mueller punted the decision to the Justice Department, which concluded that Mr. Trump could not be charged with a crime because the investigation did not uncover any wrongdoing. The decision not to pursue charges against the president was made by Mr. Barr and Mr. Rosenstein.
The Justice Department’s top law enforcement said the still doesn’t know why Mr. Mueller did reach a final conclusion after the end of a two-year investigation.
“I’m still not sure what the full line of reasoning is,” he told lawmakers during his congressional testimony.
