Democrats’ top priority piece of legislation to remake American elections may clear the House this week, but it won’t ever get a vote in the Senate, Majority Leader Mitch McConnell said Monday.

The bill, HR 1, creates a public funding system for elections, turns the Federal Election Commission into a partisan agency, limits the content of campaign ads, requires states to allow internet and same-day voter registration, allow felons to regain their voting rights, and dozens of other moves.

House lawmakers are slated to vote on the bill on Friday.

But that’s as far as it’ll get.

“I certainly don’t plan to even bring it to the floor in the Senate,” Mr. McConnell said.

He called the 570-page bill a “doorstop” and said it was the “defining product” of House Democrats’ plans.
