SAN CLEMENTE, Calif. (AP) - The Latest on a driver who allegedly ran over a scooter rider during a Southern California police chase (all times local):

7:15 p.m.

Authorities have identified a driver they say ran over a scooter rider during a Southern California police chase.

The California Highway Patrol says 34-year-old Karl Flores is a military veteran who may suffer from post-traumatic stress disorder.

He was arrested Thursday after a three-county chase and a standoff.

Culver City police began chasing a Honda Civic for a traffic violation and because they thought it might be stolen. In neighboring Los Angeles, the car hit a scooter rider, who was flung onto the hood, hit the windshield, then fell and was run over. Authorities say he has non-life-threatening injuries.

The chase ended on Interstate 5 in San Diego County after the driver ran out of gas and pulled over. He was arrested after nearly an hour.

Authorities say a scooter rider will survive after being struck and run over by a car fleeing police in Southern California.

The driver took authorities on a wild ride through three counties Thursday before surrendering after a 45-minute standoff.

Authorities say the chase began in the Los Angeles area shortly after 11 a.m. Later, the red Honda hit a man riding a scooter, who landed on the hood, shattered the windshield, then fell and was run over. The Los Angeles Fire Department says he has non-life threatening injuries.

The driver finally pulled over on Interstate 5 in the Camp Pendleton area, was bitten by a police dog and taken to a hospital for treatment.

KABC-TV says the driver’s wife told police he was in the Army and suffers from post-traumatic stress disorder.

A vehicle pursuit and standoff that jammed southbound Interstate 5 in San Diego County has come to an end.

Officers rushed the car after a police dog was sent in and the driver was taken into custody shortly after 2 p.m. Thursday.

The pursuit began hours earlier in the Los Angeles area and wound around the area before the vehicle headed south.

The car finally pulled onto the right shoulder of the heavily traveled route and a standoff ensued for about 45 minutes.

A motorist who has been fleeing police for hours in Southern California has come to a stop on southbound Interstate 5 along Camp Pendleton in San Diego County.

Southbound traffic on the heavily traveled route has been completely halted and the back is growing Thursday afternoon as officers point weapons at the vehicle.

The pursuit began in the Los Angeles area, where police cars several times bumped the car and spun it around, but each time the driver was able to recover and speed off even as pieces of the vehicle flew off.

Los Angeles police say the incident began when suburban Culver City police began pursuing the vehicle for an unknown reason. The pursuit entered Los Angeles, where the car was involved in a hit-and-run with a scooter rider.
