Democratic Rep. Jackie Speier said Tuesday that Congress should invoke the 25th Amendment or attempt impeachment if President Trump withdrew from NATO.

The New York Times reported Monday night that the president has repeatedly brought up the idea of leaving the military alliance in 2018, including during July’s NATO summit.

“I think that act would be so destructive to our country and to our ability to protect the national security of every American that it would be ground for some profound effort by our part, whether it is impeachment or the 25th Amendment,” Ms. Speier said on CNN’s “New Day.”

Ms. Speier, a member of the House Armed Service and Intelligence committees, said she was “very troubled” by the relationship she saw between Mr. Trump and Russian President Vladimir Putin. She said she “wouldn’t be surprised” if Mr. Trump’s frustrations with NATO were discussed during their summer meeting in Helsinki.
