PROVIDENCE, R.I. (AP) - Providence officials have given preliminary approval of a zoning change that would allow a proposed 46-story skyscraper.

The Providence Journal reports that the City Council voted Thursday to approve a first passage of the zoning change that will raise the maximum building height at Parcel 42 to 600 feet for New York developer Jason Fane’s proposed Hope Point Tower.

Councilors will vote on the measure again in a special meeting Tuesday.

Councilman Samuel Zurier says the council is “giving the finger” to residents by approving the zoning change. Zurier says the public won’t benefit much from the tower.

City Councilwoman Jo-Ann Ryan says the skyscraper is a “$300 million investment in the city of Providence” and the city can’t afford to pass it up.
