BURLINGTON, Vt. (AP) - Three senior care homes in Vermont had a breakdown in management, with problems including an inability to pay bills or provide adequate staffing, before state officials asked a judge last week to take over the homes, court records show.
About nine months of problems had accumulated when state officials asked a judge to take over the Allenwood at Pillsbury Manor in South Burlington, Homestead at Pillsbury in St. Albans and Pillsbury Manor South in South Burlington, the Burlington Free Press reported.
The Department of Disabilities, Aging and Independent Living and the Vermont Attorney General’s Office said the residents were “at risk of grave harm.”
The owner of the properties, Andrew White of East Lake Capital Management, in Dallas, did not respond to a message seeking comment. White faces similar complaints at senior homes in Texas, Tennessee and Indiana, Vermont’s complaint says.
The Vermont senior residential homes did not have a bank account for most of the year, according to the state’s complaint. The properties eventually stopping taking rent checks but some residents still submitted them.
In addition to the financial problems, the Department of Disabilities, Aging and Independent Living regulators said there were shortcomings in medical care and basic needs.
Regulators wrote that Pillsbury Manor South failed to report the death of a resident in September to the state licensing agency. The resident, who had fallen twice on the same day, was diagnosed at the hospital with cervical spine fractures and pulmonary edema and died three days later.
Another resident was admitted to the hospital in September and diagnosed with a urinary tract infection, dehydration and possible sepsis. The resident failed to receive timely treatment at the Pillsbury Manor South, the regulators report said.
The Homestead at Pillsbury in St. Albans, also failed to report missing doses of the powerful painkiller fentanyl, according to the licensing records.
