President Trump will talk about how America is “back” and “open for business” Tuesday in his first State of the Union Address, while also making an appeal to Democrats for help on an infrastructure package, a top administration official said Sunday.

“I think the president’s going to talk about how America’s back,” Marc Short, White House director of legislative affairs, said on “Fox News Sunday.”

“He’s going to talk about where we are today as far as growing an economy — an economy that now is growing at [a] 3 percent clip over the last three quarters, an economy that now has the lowest unemployment rate in 17 years, an economy that has the lowest unemployment rate among African-Americans and Hispanic-Americans in the history of collecting data that’s broken out demographically that way,” Mr. Short said.

He also said Mr. Trump will talk about how America is “open for business,” and that he will appeal to Democrats to work with him on an infrastructure package.

“He’ll also talk about America’s strength — the fact that we are continuing to wipe out ISIS, but that we have growing threats such as North Korea,” Mr. Short said.

He said that Democrats are holding military funding “hostage” to pursue their own agenda in Congress, and that Mr. Trump will ask to rebuild the military to keep the country strong.
