SAN DIEGO (AP) - The San Diego City Council has approved a deal between environmentalists and developers that is expected to accelerate construction of housing tracts and shopping plazas.
The San Diego Union-Tribune reported Tuesday that the deal better protects biologically-rich ponds called vernal pools, while also aiming to ease project approvals by clarifying how developers can build on land containing such ponds.
Supporters say the deal strikes just the right balance between protecting the environment and allowing developers to confidently move forward with projects that previously came with more risk. Critics, however, say the deal is too friendly to developers and that the city is blowing its last chance to create meaningful protections for vernal pools.
