House Minority Leader Nancy Pelosi said Thursday there are many good elements in the two-year budget deal struck this week, but confirmed she plans to vote no.

“It’s a good bill,” Mrs. Pelosi said, adding that the process has been unfortunate.

“I’m pleased with the product,” she said, while also confirming she will not vote for it.

Mrs. Pelosi has said she won’t vote for the package unless Speaker Paul D. Ryan allows for the consideration of immigration bills dealing with the Deferred Action for Childhood Arrivals (DACA) program.

Mrs. Pelosi said the bill that receives the most votes — whatever it may be — could ultimately carry the day.

Asked if she was urging her members to vote against the deal, Mrs. Pelosi said she was simply explaining why she personally was voting no.

Mr. Ryan has said he wants to do an immigration bill, but that it has to have the support of President Trump.
