House Speaker Paul D. Ryan said White House leaders “clearly have work to do” in fixing their vetting system after allowing Rob Porter, the former staff secretary, who was ousted amid reports of spousal abuse.

“If a person who commits domestic violence gets into government, there’s a breakdown,” Mr. Ryan said.

He spoke just hours after House Oversight Chairman Trey Gowdy announced his committee has begun a probe into the hiring of Mr. Porter. The FBI reported the allegations of domestic abuse to the White House last year but he wasn’t fired until photos of the abuse became public this month.

“They clearly have work to do to fix their vetting system,” Mr. Ryan said.

He also said everyone at the White House should condemn domestic violence.
