House Speaker Paul D. Ryan said Wednesday that Congress won’t quit for the week until a first aid package for Hurricane Harvey relief is finished.

An initial floor vote on a $7.85 billion package is slated for Wednesday afternoon.

“We will not leave until this is done,” Mr. Ryan said.
