NEW YORK (AP) - New York City’s network of 73 business improvement districts has expanded its programs and services in recent years.
The New York Times (https://nyti.ms/2lT3WX2 ) says the districts have increasingly taken the lead in addressing neighborhood quality-of-life issues.
Critics say they cause an unnecessary tax that’s often passed along as higher rents. The opponents also say they primarily serve landlord interests and can lead to gentrification.
A new city report details the districts’ impact, including trash collection, graffiti removal, interacting with visitors, marketing and community events.
The districts are funded primarily by assessments on property owners.
