ALBANY, N.Y. (AP) - Here’s a look at the top proposals from New York Gov. Andrew Cuomo’s state of the state address.

FREE TUITION
Full-time New York students whose families earn $125,000 annually or less would pay no tuition to attend state two- and four-year colleges and universities. The $163 million plan, which would be phased in over three years, would not cover room and board.

UPSTATE UBER
Ride-hailing services like Uber and Lyft would be allowed to expand outside of New York City into upstate cities such as Syracuse, Rochester, Buffalo and Albany.

VOTING CHANGES
The state would join most other states in allowing no-excuse early voting for up to 12 days before an election.

CHILD CARE HELP
A child care tax credit would be expanded; the benefit would more than double on average for families earning between $60,000 and $150,000 annually.

CLEAN WATER
About $2 billion would go toward efforts to protect water quality and upgrade the state’s aging drinking and waste water systems.

JUVENILE JUSTICE
Cuomo is again calling on the state to end the practice of prosecuting and incarcerating 16- and 17-year-old offenders as adults.

IMMIGRATION
The governor’s proposal would create a legal defense fund for immigrants, launch and fund a hate crimes task force and pass the Dream Act, which would extend financial aid to students in the country illegally.

NUCLEAR POWER
Under an agreement with the state, the owners of Indian Point nuclear power plant will shut down by 2021.
