After speaking by phone with at least 15 world leaders from Russia to New Zealand, President Trump reached out to the president of China for the first time Wednesday — in a letter.

The White House said Mr. Trump “provided a letter to President Xi Jinping of China, thanking President Xi for his congratulatory letter on the occasion of President Trump’s inauguration and wishing the Chinese people a happy Lantern Festival and prosperous Year of the Rooster.”

Mr. Trump told the Chinese leader that “he looks forward to working with President Xi to develop a constructive relationship that benefits both the United States and China.”

Mr. Trump has been highly critical of China’s trade policies and has warned that he’ll employ a tougher approach with Beijing.
