GRAND FORKS, N.D. (AP) - Forecasters say there is an increased risk for moderate to major flooding in the northern Red River Valley of northeastern North Dakota and northwestern Minnesota this spring.

Those areas have the wettest soils and highest snowpack conditions, according to an updated spring flood outlook released Thursday by the National Weather Service.

The forecast says the Park River at Grafton could see flows near or above previous record flooding. The Pembina River at Neche also could see flows near or just below the high levels of 2013.

The threat of significant snowmelt flooding remains high for the Devils Lake Basin, where near record runoff is projected.

But the weather service says thawing conditions into next week should lower the flood risk in the southern Red River Basin.
