MONTPELIER, Vt. (AP) - Vermont Sen. Patrick Leahy and Rep. Peter Welch are reacting to the Trump administration’s decision to launch airstrikes in Syria following a chemical weapons attack on civilians, saying the president is required to notify Congress under the War Powers Act.
Leahy, a Democrat, said Friday that U.S. military force should be used in self-defense or as part of a larger strategy in conjunction with international partners, and with the broad support of the American people.
He says the U.S. must keep in mind that there are grave risks and unintended consequences in the use of military force.
Welch, a Democrat, says Trump has a constitutional obligation to submit to Congress his plans to defeat the Islamic State group and stabilize Syrian.
