Rep. Louie Gohmert got some laughs at the annual Values Voters Summit Friday by poking fun at the gaps in what Democratic presidential nominee Hillary Clinton recalls during her time as secretary of state.

“I do want to warn since most people here are Christians and I am serious about this, a true believer does what Jesus did, and still does — you don’t make fun of people who are impaired, have special needs, and whether you like her or not, Hillary Clinton has made it clear she is mentally impaired and this is not somebody you should be making fun of,” Mr. Gohmert said, drawing chuckles from the crowd.

The Texas Republican is a tea party favorite who has caused headaches for members of both parties and has been vocal about Mrs. Clinton’s use of a private email during her time at the State Department.

Mrs. Clinton told the FBI in interviews that she could not recall details related to the retention or handling of classified information. She said she could not “recall” or “remember” at least 39 times.

Mr. Gohmert said that perhaps the memory gap is related to the concussion she suffered in 2012 and said she also could have accidentally been clubbed in the head when her aides were destroying BlackBerry phones with a hammer.

“Maybe someone got to whaling around and hit her again,” he said. “But we need to be praying for Hillary Clinton. There are special needs there. There is mental impairment.”
