Former New York City Mayor Rudy Giuliani said Tuesday Hillary Clinton’s lack of understanding of how secret information got classified during her time as secretary of state is more proof that a special prosecutor should investigate the matter and the FBI should revisit its decision not to pursue a criminal case against her.

Mr. Giuliani, a former federal prosecutor, said he was stunned by the interview transcripts the FBI released Friday that showed Mrs. Clinton was unfamiliar with some of the most basic of classifications — including that paragraphs in emails marked with a “C” meant the information was classified.

“She is either grossly inadequate to handle confidential information, or she is lying,” Mr. Giuliani told reporters in a conference call. “I am guessing it is probably the latter because I don’t think Hillary Clinton is that ignorant.”

Mr. Giuliani has emerged as one of Mr. Trump’s top surrogates in the 2016 presidential race.

He has been a top critic of Mrs. Clinton’s decision to use a private email server as secretary of state and of the FBI’s conclusion that while Mrs. Clinton was “extremely careless,” that it would have been hard to prove that she knowingly exchanged classified information on her home server.

“What I find is an absolutely shocking situation, which is probably the strongest case I have ever seen of criminal intent where there was a conclusion of no criminal intent,” Mr. Giuliani said.

“I believe very strongly that Hillary Clinton should not be within 100 miles of the White House,” he added.
