Donald Trump was holed up in Trump Tower in New York Wednesday morning, and it was unclear how he would spend his first day as president-elect.

Campaign staffers trickled in throughout the morning, finding the office building essentially on lockdown by the Secret Service, which has stepped up security after the billionaire businessman won a stunning victory in Tuesday’s election.

Awaiting Mr. Trump over the next couple of months are decisions on building a Cabinet, deciding what kind of inauguration party he wants to hold, and beginning to put meat on the bones of his agenda.
