CLEVELAND — House Speaker Paul D. Ryan’s first television ad of the 2016 election cycle puts an emphasis on national security and was released as Mr. Ryan prepares to address the Republican National Convention on Tuesday in Cleveland.

“After the terrorist attacks in Orlando and San Bernadino, Americans are right to be worried about ISIS [Islamic State] plotting more attacks,” Mr. Ryan says in the 30-second ad, released Tuesday.

“As your congressman, I have passed legislation to stop radical Islamic terrorists from entering the U.S., and I’m working with national security experts to change practices so we can prevent future attacks,” said Mr. Ryan, Wisconsin Republican.

“Just talking about national security is not enough,” Mr. Ryan says. “We need new laws and action by the administration to protect Americans.”

Mr. Ryan is facing a primary challenger in businessman Paul Nehlen in his bid for re-election. The speaker had a 73-point lead over Mr. Nehlen in a Vox Populi polling survey released in May.
