FRANKFORT, Ky. (AP) - State auditor Mike Harmon has released results of a special examination of the city of Irvine, saying the city has a poor operating environment.
A report released Thursday by Harmon, Kentucky Auditor of Public Accounts, says actions of the mayor, city clerk and city council contributed to questions regarding Irvine’s finances and personnel practices.
In a news release, Harmon said disagreements and confusion over who supervises the city’s operations “created a leadership vacuum, allowing financial decisions to be made without proper review or oversight and increasing the opportunity for waste, fraud or abuse.”
Problems cited in the report included questionable expenditures for gift cards and gift certificates for employees, and a lack of documentation on city bank account disbursements.
Harmon says Irvine Mayor W. J. Noland requested the review.
