LOS ANGELES (AP) - A man who submitted a racially incendiary speaker card during a Los Angeles City Council public meeting will not face criminal charges.
The Los Angeles Times (https://lat.ms/2hNtK3Q) reports the district attorney’s office on Thursday released a memo saying the evidence is insufficient to prove Wayne Spindler crossed the line between constitutionally protected free speech and a true threat.
The card used a racial slur to describe council President Herb Wesson, who is African-American, and also showed a burning cross and a man hanging from a tree.
Spindler is a 46-year-old attorney and vocal critic of the council. He told the Times the card had a “stupid doodle” and contended the burning cross referred to corruption and the person hanging from the tree symbolized municipal utility customers suffering from rate hikes.
