As if to underscore that his duties aren’t limited to the Middle East, President Obama is scheduled to take part in a secure videoconference on Ukraine Tuesday morning while Israeli Prime Minister Benjamin Netanyahu is speaking to Congress.

The White House said Mr. Obama will participate in the videoconference from the highly secure Situation Room with the leaders of Great Britain, France, Germany, Italy and the European Union.

The meeting is set to begin at 11:30 a.m.; Mr. Netanyahu’s speech to Congress about Iranian nuclear negotiations is set to begin at 11 a.m.

Obama officials were angered that congressional Republicans arranged Mr. Netanyahu’s speech without asking the White House first. Mr. Obama said Monday the speech is a distraction but it won’t permanently damage U.S.-Israeli relations.
