A Texas congressman said Wednesday it is clear the Islamic State is at war with the U.S. and called on the Obama administration to take decisive action before an attack occurs on American soil.

“I believe ISIS has declared war on the United States by killing Americans — these two journalists,” Rep. Michael McCaul, a Republican, told “Fox and Friends.” “I do believe they’re intent on striking the West, including Western Europe and the homeland. As we approach the anniversary of 9/11, we’re particularly concerned about that.”

His comments came one day after the Islamic State released a video that depicts the beheading of Steve Sotloff, a journalist from Florida.

It follows the similar murder or journalist of James Foley, and extremists warned that more violence is to come.

Mr. McCaul said the administration has waffled on what to do and employed a policy of containment in Iraq, yet the Islamic State’s nerve-center is in Syria.

“I would argue it should be a policy to defeat ISIS where they are, where they exist and prevent them from coming into the United States,” he said.
