Rep. Howard P. “Buck” McKeon, chairman of the House Armed Services Committee, said if Congress returns after the midterm elections to weigh a broader military authorization for the battle against the Islamic State, it might not pass.

“Is there a chance?” the California Republican said on MSNBC’s “Morning Joe.” “In this town … it could fail or pass.”

He said people could guess what’s to happen after the November elections.

The Senate on Thursday approved a plan for the Pentagon to arm and train Syrian rebels as one prong of President Obama’s plan to combat the terrorist group.

After three months, Congress has said it will take stock of how things are going.

Congressional leaders have indicated that there could be a debate on a broader authorization for military force in the operation to destroy the terrorist group after the November elections.
