NEW YORK (AP) - New York City’s mayor calls homelessness a “staggering” challenge.

Mayor Bill De Blasio said Thursday that solutions could include a subsidy program for working families that’s coordinated with the state.

De Blasio also aims to consolidate anti-eviction legal services under the Human Resources Administration.

And he says his executive budget would fully fund a 30 percent rent cap for low-income New Yorkers with HIV and AIDS.
