Ran unsuccessfully for the Democratic presidential nomination in 1976, 1980 and 1992. Worked as a law clerk to California Supreme Court Justice Mathew Tobriner and at Los Angeles law firms in the 1960s and 1980s.

Bush as assistant secretary of the Treasury for international affairs; headed Treasury’s new Office of Financial Stability from 2008 to 2009 overseeing the federal Troubled Asset Relief Program; head of global investments at Newport Beach-based bond investment company PIMCO, 2009-2013.
