PHOENIX (AP) - The Maricopa County Board of Supervisors is creating a three-member panel to decide who will replace outgoing state Rep. Ruben Gallego of Phoenix as he attempts to win a U.S. congressional seat now held by U.S. Rep. Ed Pastor.

The board has selected three citizens for the panel that will pick Gallego’s replacement in the Arizona House of Representatives. Gallego is a Democrat. He resigned Friday.

Nominees for the seat must be Democrats and live in Legislative District 27.

The panel will be formally appointed Monday.

Gallego is running for the 7th District seat. Pastor has announced he will not run for re-election.

Others in the Democratic primary race include state Sen. Steve Gallardo and Maricopa County Supervisor Mary Rose Wilcox.
