WASHINGTON (AP) - Clinton administration papers released by the National Archives show a wariness of helping the possible presidential aspirations of Republican Colin Powell.

One February 1997 memo released Friday contains advice from Benjamin Barber. He was advising President Bill Clinton about a National Service Summit for helping youth that the White House was staging in Philadelphia two months later.

Powell was made chairman of the summit. And Barber’s memo warned that Clinton risked losing control of the event and letting it become a four-year national platform that Powell could use to run against Clinton and then Vice President Al Gore, who was preparing to run for president in 2000.

An unsigned handwritten note says everyone fears Powell will use the summit as a bully pulpit.
