ATLANTA (AP) - Georgia state Sen. Jason Carter, a Democrat running for governor, says everyone agrees the state’s response to this week’s snow storm was a failure.

Carter said repeatedly Friday that he was not seeking to place blame and wanted to wait for the results of various internal and external reviews that have been called by Gov. Nathan Deal.

Deal, a Republican seeking re-election, apologized Thursday to thousands of motorists who were stranded for hours on metro Atlanta freeways as the snow began to fall midday Tuesday. Deal also apologized to parents of children who slept in their schools and on their buses the night of the storm.

Carter says the state needs a better traffic plan and should have declared a state of emergency much earlier.
