SPRAKERS, N.Y. (AP) - State police say the remaining 13 border collies have been seized from a Montgomery County breeder who previously surrendered 40 amid complaints he provided inadequate shelter for them.

Volunteers from the local SPCA removed 40 of Herbert Weich’s farm in Sprakers on Jan. 7. Weich was charged with a violation of state agricultural law for failing to provide adequate shelter. The dogs were living outside in plastic barrels lined with straw on the property 40 miles west of Albany.

State police say a veterinarian examined the dogs that had been seized and found they had matted coats, skin conditions and worms. That prompted the seizure of the remaining dogs Wednesday night.

Weich has bred dogs at Flat Creek Border Collies for more than 20 years.
