LOS ANGELES (AP) - Los Angeles police say a 28-year-old man who appears in video captured by a smart phone dragging a bleeding puppy on a leash has been charged with two felony counts of animal cruelty.

Police tell the Los Angeles Times (https://lat.ms/1c5KVnW) on Wednesday that the video and statements from witnesses show that Dossey James repeatedly dragged the puppy as he walked on the street and sidewalk in South Los Angeles earlier this month because the dog refused to walk.

He was arrested by the LAPD’s animal cruelty task force, which has promoted images from the video to encourage witnesses to use their phones to capture such incidents and share them with authorities.

Jail records show James is being held on $145,000 bail and is scheduled to appear in court Thursday.
