PHOENIX (AP) - Phoenix is ending its practice of allowing city employees to use city-paid work time for union activities.
City administrators are implementing the change in the wake of a court ruling that bars so-called “release time” for the union for police officers.
Maricopa County Superior Court Judge Katherine Cooper ruled that the practice violated the Arizona Constitution because it doesn’t benefit the public.
With the change, employees who have been doing union work on a full-time basis are to return to their regular city positions.
Cooper’s ruling allows release time to resume in a limited fashion if future contacts spell out how the work benefits the public.
