CASA GRANDE, Ariz. (AP) - A Casa Grande Police Department has disciplined one of its employees for electronically shocking a handcuffed and shackled prisoner last year.
Officer Thomas Anderson says a Police Department transport officer shocked the prisoner three times on May 28 when the inmate refused to get into a police van.
The Casa Grande Dispatch (https://bit.ly/1hgyneZ ) reports that transport officer Cornelius Riley received a 10-hour suspension.
Anderson says officers decide when and how to use force but that department policy discourages use of weapons when a suspect is restrained.
The department’s transport officers drive prisoners from Casa Grande to the Pinal County jail in Florence. They carry electronic control devices, pepper spray and batons, but not guns.
