CONCORD, N.H. (AP) - A New Hampshire bill to expand Medicaid to an estimated 50,000 poor adults by using federal funds to buy them private health insurance is moving to the Senate floor.

The Senate Health, Education and Human Services Committee voted 4-1 Wednesday to recommend passing the bill.

Under the proposal, the state would seek a federal waiver by March 31, 2015. Meanwhile, about 38,000 adults could start enrolling around May 1 for coverage that would begin July 1 in the state’s Medicaid managed care program. With a waiver, New Hampshire could use federal Medicaid money to buy private insurance in 2016 for the 38,000 people.

Another 12,000 people would qualify under an existing program that subsidizes employer-based coverage.

The coverage ends if the waivers aren’t approved or funding drops below 100 percent.
