DENVER (AP) - Police say they have issued more than a dozen citations so far during the first day of the annual 4/20 marijuana festival near downtown Denver.

As of about 6 p.m. Saturday, police said on Twitter that 25 people had been cited, 17 of them for public consumption of marijuana. One person also was taken to a hospital from the event, but police did not elaborate on the circumstances.

The two-day festival, which is expected to draw tens of thousands of people, features music, vendors and speakers in Civic Center Park in front of the state capitol building.

Organizers have agreed to post rules at the festival outlining that public consumption of marijuana is illegal. Police have said they would focus on ensuring safety rather than issuing mass-citations for public consumption.
