Sen. Rand Paul said Sunday he will insist on a binding vote on the Syria resolution, meaning that President Obama cannot initiate war if Congress votes no.
“This is not political show; this is not political theater; this is a binding vote,” Mr. Paul, a Kentucky Republican who serves on the Foreign Relations Committee, said on “Fox News Sunday With Chris Wallace.”
Mr. Paul emphasized that having the United Nations Security Council on the country’s side would change the conversation about strikes in Syria.
“I think it’s a better route,” Mr. Paul said. “The thing is the security council. We butt heads with Russia and China all the time; we have to figure out how to get them on our side.”
While Mr. Paul said Mr. Obama needs to follow Congress’ vote for military action in Syria, he would not go so far as to say that the president could be impeached if he ignores Congress
“He has already been proven to go above the law in several instances,” Mr. Paul said, citing nominations during recess as one example. “Whether you impeach someone is a different issue, and a very big one.”
