Even after House Speaker John A. Boehner lent his support a resolution backing strikes on Syria, his staff said it’s still going to be an “uphill battle” to get it passed through Congress.
“Everyone understands that it is an uphill battle to pass a resolution, and the speaker expects the White House to provide answers to members’ questions and take the lead on any whipping effort,” Brendan Buck, Mr. Boehner’s spokesman, said in a statement just after the Ohio Republican emerged from a morning meeting at the White House to say he would support a resolution.
Mr. Buck said the pressure is not on congressional leaders, but rather on the White House, to rally enough support for military action.
