The continuing resolution showdown between the House Republicans and Senate Democrats could, in my view, be easily resolved by sending the issue of funding Obamacare back to the U.S. Supreme Court for adjudication. The germane issue the House would have is the misappropriation of government funds.

Since President Obama has reportedly changed the original law upheld by the court, funding the current law would amount to appropriating funds for a law that does not exist. Congress is the only institution of government that can write changes into the law, and when approved by both the House and Senate, the president signs the bill into law. The changes that Mr. Obama has unilaterally made to the law by executive order are substantive and are having undesired consequences — both in disregard for the rule of law and financially for taxpayers.
