Investigators have discovered the body of a 36-year-old Russian lawmaker stuffed into a barrel of cement and are working off the theory he was killed because of unpaid debts.

Mikhail Pakhomov, who served in the Lipetsk city parliament as a member of the United Russia party, went missing last week, CNN reported. Investigators subsequently found some of his personal property in a car discovered in an undisclosed location — and later, his body, in a barrel of cement located in a basement of a privately-owned garage, CNN reported. The garage was located in a village near Moscow.

So far, police have arrested 12 in connection with his death, according to CNN.

Reportedly, the lawmaker owed money to several different sources. Police are investigating that as the reason for his death, CNN reported.

Lipetsk is home to about a half-million people and is 430 miles south of Moscow.
