Former head of the D.C. Housing Authority Michael Kelly will return to the District as the director of the Department of Housing and Community Development, replacing John Hall, Mayor Vincent C. Gray announced Monday.

Mr. Hall will move to a newly created position as senior adviser to the deputy mayor for Planning and Economic Development.

Mr. Kelly takes this position after resigning from his role on Friday as director of the Philadelphia Housing Authority, where he has been since late 2010. Mr. Kelly has also directed housing agencies in New York City, San Francisco and New Orleans. He returns to Washington after leading DCHA from 2000 to 2009.

Mr. Hall has been DHCD director since April 2011. Mr. Hall’s new role will include assisting Victor Hoskins, the deputy mayor for Planning and Economic Development in overseeing the production of affordable housing. He will also help coordinate the 5-year plan to be provided by the Comprehensive Affordable Housing Strategy Task Force, which was re-implemented this winter.

Previously, Mr. Hall worked with HUD in both Richmond and the District.
